Blizzard’s launch announcement explicitly says players will adventure to level 60 in the original continents and continue progressing through new stories, experiences, and updates. That confirms the launch cap; the announcement alone does not promise that the cap can never change.

Windows Central’s interview with Tim Jones and Nora Valleta describes Forever as staying at level 60 and expanding horizontally. The developers also discuss future updates that could add a level 27–32 zone while continuing to build level-60 endgame content.

Current Beta: dungeons favor quest-driven first runs over repeat mob grinding

In the first Forever Podcast, developers described the current design as reducing repeat dungeon-mob XP and putting more value into dungeon quests and the first-run experience. Their current level 1–20 telemetry was close to Classic Era’s average leveling time.
