System guide · Official launch rules + Beta evidence
WoW Forever Legacy System
Legacy is Forever’s account-wide long-term progression system. Blizzard now directly documents the launch challenges, unlock paths, point limits, rewards, and Hardcore rules; granular perk tuning remains source-ranked separately.
Official Legacy guide: 65 challenges, 16-point spend cap & Hardcore rules
Blizzard’s September 23 guide confirms 65 launch Legacy Challenges, a 16-point per-character spend cap, and up to 29 points earnable on one character. Legacy Points are Battle.net account-wide while perk spending is configured independently per character. Hardcore arrives after launch with one-way progression rules.
Official access rule: most players unlock Legacy at level 25
Blizzard now directly confirms that Legacy unlocks when you earn your first Legacy Point. For most players that happens at level 25; reaching 150 in a non-gathering primary tradeskill or exploring the entire world map can also unlock it. The September 17, 2026 Beta Known Issue (Opening the Legacy System with Y before level 25 causes LUA errors on tabs 1 and 3.) remains useful historical Beta evidence, not the basis for the rule.
