WoW Forever Transmog
Blizzard’s official Deep Dive explains how Forever adds Transmog while trying to minimize its impact on players who prefer traditional gear readability and do not want to engage with the system.

You can make Transmog effectively disappear
Players can speak to an NPC to disable Transmog. The first-login mode selector also lets Classic Mode start with other players’ transmogs hidden, and those preset settings can be reconfigured later.
Uncommon and Rare dungeon appearances do not create mog-roll competition
When a bind-on-pickup Uncommon or Rare dungeon item is looted, every eligible looter receives the appearance. A player who needs the item as an upgrade therefore does not have to compete with someone who only wants the appearance.
Epic and raid appearances keep individual ownership
For Epic drops and raid items, the appearance is granted only to the player who loots and binds the item. Blizzard says this preserves the uniqueness and prestige of Epic appearances.
Armor-type restrictions still apply
Gear can only be transmogged to the same item type, such as plate to plate or cloth to cloth. Saved outfits can also hold different armor appearance types per slot so a later upgrade can still fit the outfit when its armor type differs.
Low-level characters cannot look max-level
Low-level characters cannot use high-level appearances because Blizzard wants character silhouettes to reflect progression. At max level, level restrictions are removed for otherwise valid appearances.
PvP appearances still require conditions such as rank
Conditional appearances such as PvP gear do not bypass their requirements just because they are collected. The required PvP rank still has to be met before that appearance can be used.
Helm and cloak controls remain even when Transmog is disabled
Disabling the system does not stop you from configuring and displaying your own Transmog, and it preserves the original ability to hide your own helm or cloak. Other players’ helm and cloak visibility is not overridden by the Transmog opt-out setting.
